A failed septic system is a deadline, not just a repair

What failure actually looks like
Septic failure shows up in one of five ways, and any one of them is enough:
- Backups indoors — sewage rising at the lowest fixture in the house, usually a basement floor drain or laundry tub, often when several fixtures are running at once
- Effluent surfacing — grey or black water, or a soft wet patch, appearing on the ground over the leaching bed. It may look like a spring after rain. It isn't
- A saturated bed — spongy ground and grass that is far greener and taller over the bed than anywhere else in the yard, because the bed is fertilising the surface instead of treating below it
- Odour — a persistent sewage or sulphur smell in the yard, near the tank lid, or drifting toward the house
- A failed inspection report in hand — the mandatory re-inspection program reached your street, or a buyer's inspector opened the tank, and the paperwork now says the system does not comply
The last one is the most common way it happens around the lakes. Lake-country municipalities in Ontario run mandatory septic re-inspection programs on rotating schedules, and near Lake Simcoe the Lake Simcoe Protection Plan mandates on-site sewage system inspections for shoreline properties. The first 48 hours
Four things, in this order. First, cut water use hard. Every litre that goes down a drain goes into a system that can no longer handle it. Short showers, full loads only, no long laundry days, fix any running toilet today. Second, pump the tank. This is triage, not a repair — it buys days or weeks of relief and can stop an active backup, but an empty tank refills at the normal rate and pushes into the same failed bed. Third, get it properly assessed. Sometimes the failure is the bed and the tank is still sound, which is a very different project and a very different price — see leaching bed replacement. Sometimes it's the whole system. Only a site and soil evaluation tells you which. Fourth — and this is the one that saves people the most money — don't let anyone sell you a rebuild before that soil evaluation is done. The gap between a conventional in-ground bed and a raised fill bed or an advanced treatment unit is tens of thousands of dollars, and it is decided by the ground, not by a brochure.
The municipal order and the clock it starts
When a system fails an inspection, the municipality or health unit issues a compliance order with a deadline to repair or replace. That deadline doesn't cover just the digging — it covers the entire chain. In Ontario, any system handling under 10,000 litres per day falls under Part 8 of the Ontario Building Code, which means a site and soil assessment, a system design by a BCIN-qualified designer, a sewage system permit through the municipality or health unit, construction by a licensed installer, and a final inspection before the system can be used. Each step has a queue.
And there's a hard constraint stacked on top: excavation season in this region runs roughly April to November. A six-month deadline issued in September is not six months of working time. It's a winter of paperwork and a narrow spring window.
What it costs
Published ranges, so you can start budgeting today rather than waiting for a number: a conventional system runs $18,000–$40,000; a raised or fill bed $35,000–$50,000 where poor soil, shallow bedrock or a high water table rule out a conventional bed; an advanced treatment unit $40,000–$60,000+ on tight or environmentally sensitive lots. Replacing a failed system typically costs 10–20% more than the equivalent new install, because the old system has to be decommissioned and the crew is working around a finished property with a driveway, a lawn and mature trees in the way. Failure discovered in winter is the worst case. Frozen ground closes the season, so construction usually can't start until spring no matter how urgent it is. What you can do: get the evaluation and design done, get the permit application in so the file is shovel-ready the week the frost leaves, conserve water aggressively, put the tank on a scheduled pumping interval, and tell the municipality in writing that the design and permit are in progress. A file that is visibly moving is treated very differently from one that is silent.
The risk you carry until it's fixed
Surfacing sewage is a real health hazard — keep children and pets off it, and if you're on a well anywhere near the failure, test the water. Then there's the property itself. An open compliance order or an unpermitted system follows the title into the transaction: buyers walk, lenders hesitate, insurers ask questions, and the price adjustment a buyer demands is almost always larger than the repair would have cost. A completed replacement with the permit closed removes all of that in one move — which is why the fastest, cheapest version of this problem is the one that starts the week the letter arrives.
